Powering a just transition through law and policy

At CGSL, we believe that a sustainable future is impossible without transforming how energy is regulated, produced, and distributed. Our work in Energy Law and Policy is dedicated to advancing legal frameworks that can genuinely balance the energy trilemma of security, equity, and environmental sustainability. We offer in‑depth analysis of the rules that shape the global energy mix, from power‑sector decentralization and large‑scale renewable integration to the strategic, legally managed phase‑out of fossil fuels, so that the transition to a decarbonized economy keeps clean energy both accessible and affordable.

Our focus is especially sharp on the “glocal” application of energy law in Emerging Markets and Developing Economies (EMDEs). We reject one‑size‑fits‑all models that ignore local infrastructure constraints, governance capacities, and socio‑economic realities. Instead, CGSL acts as a strategic architect of modern energy statutes and regulatory reforms that attract private investment in green technologies, strengthen grid resilience, and expand access for underserved communities. By working across both binding utility regulations and softer investment standards, we aim to build an energy law architecture capable of powering a safe, clean, and equitable future.

As a starting point, we organize Energy Law into four functional modules that guide our research and advisory work:

  • Renewable Integration: Legal frameworks for power purchase agreements, feed‑in tariffs, net metering, and priority grid access for low‑carbon generation.
  • Grid Modernization: Regulation of smart grids, battery and other storage, demand response, and microgrid licensing.
  • Just Transition Statutes: Policies on energy affordability, rural electrification, and legal protections for workers and communities affected by industrial and fossil fuel phase‑outs.
  • Infrastructure & Permitting: Analysis of siting rules, permitting bottlenecks, and environmental and social impact assessment procedures for energy projects.
